My basset hound howls very often when I’m home, it’s annoying would collars work?

My dog is on a lot of medication for epilepsy (thankfully he only has 1 or 2 seizures a month now), but recently he has started to whine and bark a lot whilst in the car. I am due to have a baby in the next 3 months and so I need to sort this issue out, or I will no longer be able to take him out with me and I don’t want to leave him at home all the time. I obviously cannot use a spray bottle while I am driving, so I was wondering if a citronella anti bark collar would be a good thing or would it cause him to fit? I need some advice, thanks.

Do these things actually work? My dog barks at nothing most of the time and the neighbors are pissed. I wont use a shock or spay collar, so I was wondering if these things really work?
